It came out in the late 90's, and I still try to catch the reruns on Cartoon Network on the weekend. Static was a normal everyday kid (with dreads) who got caught in a purple chemical cloud that gave him super powers. Problem is, there was a gang war at the docks that night, so lots of kids got caught in that same cloud. They call them Bang Babies and they all have powers of some sort. Static, being the good, well-raised kid that he is, battles the Bang Babies and all other evil doers. He's even done battle at the side of Batman and Robin, and the League of Super Heroes.
